The City Council of Oslo is the largest employer in Norway with more than 45.000 employees covering areas such as Health and Social Welfare, Education and Cultural affairs, urban development, Transport and Environmental Affairs and Finance. The City of Oslo has a parliamentary model of government. The City Council elects a City Government (an executive body) which answers to the City Council, just as a national government answers to a national council. The City Council make decisions on major issues concerning the city budget, city development and services provided to the citizens.
The City Government has implemented a new solution called SKOP - Case handling with knowledge- and process support. The solution is radically changing the practices of the past by making case handling fully electronic. The electronic document is now the original. Users get process- and knowledge support, from the moment a new case arrives at The City Government either by mail or electronically, until decision has been made and communicated.
The portal solution uses Oracle Integration services to store and retrieve documents from the legacy document management system that supports The NOARK Standard - a specification of functional requirements for electronic recordkeeping systems used in public administration in Norway.
